It isn't about if you are a "bad enough dude" to play a video game, it is about making good design choices. Vice City is the product of better design choices than San Andreas.
Good. I don't like or play LoL, but I really appreciate that Riot is aggressively trying to design against and discourage shitty behavior. Any and every bit of progress made on this front will benefit all of gaming.

The point of design is to make the best possible experience. Any time you design something that causes a multitude of your audience members to put the controller down and walk away is a bad design choice, no matter the intent.
Yeah, that sounds about right. I remember hearing about 50% of the TFU2 team being fired when the game went gold. That was shitty.

You are basically right. The problem is, that point is 10+ hours into the game. That is not taking into account people doing optional sidequests, I mean 10+ hours of just the main quests. It is a really abrupt and poorly executed transition.
Which is really sad, because that is essentially a "second beginning" point for the game. Everything you unlock and earn is wiped away, and you have to start over, with your first task being to find some shitty dirt-bike or old truck to drive your way back into society. It is easy to forget the flaws of San Andreas. It had a lot of great content, but the pacing was terrible for the first 1/3 of the game. I know a lot of people completely stopped playing when they got dumped out in the boonies.

The problem is that idea that its "the whole appeal" - Tali, Liara, Wrex, Garrus, etc. aren't awesome characters because of the choices you can make. Absolutely, the game advertised that feature. But the merits of a completely separate DLC story should not be determined by whether or not they import or change anything. A story can be improved or benefit from import features, but they do not require them to be good, or entertaining.
