If you don’t want or need the extra features, then it’s a valid comparison. PHEV may or may not be worth more money on resale, I know when I bought my hybrid I stayed away from PHEV models because I was concerned about battery replacement cost, which is significantly higher for a PHEV vehicle.

If you drive 1k miles a month, and use no gas at all in you PHEV, the breakeven time on the PHEV increase in price is still over 8 years.
And there’s your problem. PHEV vehicles cost 10k more than a hybrid, and you save maybe 50 bucks a month in gas, provided you’re diligent about charging. Yeah, so Amtrak has about 1400 passengers cars which hold at most 90 people each. In order to evacuate 2 million people (less than 10% of the population of Florida) it would take 16x more passenger cars than Amtrak owns. So I don’t think rail is how to do it at all, buses would be better than rail.
