This was actually an MGM short (the guys that did Tom and Jerry) called Little Johnny Jet. I think the car cartoon your thinking of is Susie the Little Blue Coupe, which was a Disney cartoon.

This is also, at least partly, the reason why there are so many more kids today with ADD or autism than in decades past. The scope/definition of these disorders has significantly widened allowing more people to be diagnosed.

That's been my theory on how they'll get over the limit.
