I gave a legitimate answer. There was a U.S. Supreme Court case a few years ago in which the court upheld Texas's right to arrest for offenses that are only punishable by fines. The motorist in the case was arrested for a seat belt violation. Read up on Atwater v. City of Lago Vista.

In Texas all traffic offenses except for speeding and open container are arrestable offenses.
