Oh I didn't mean to imply that it couldn't be a racial/religious thing, but I do think that "shooter" is a far less scary/threatening term than "terrorist" and that may be at least one face of their decision to use the term.

to a lot of people terrorist makes it sound more organized/part of an ongoing attack, whereas shooter sounds much more lone/isolated incident.
