If I remember correctly, one of those black sections lifts up to reveal a front camera. As for the rest of the panels, they probably house some sort of adaptive cruise control sensor.
I concur- my girlfriend owns a Leaf, and in addition to the surprising acceleration the handling is quite nice as well (even though there is a lack of steering feel). I recently went tire shopping for my Focus ST, and decided to pick up some tires to replace the unsatisfactory Bridgestone Ecopias.
