Because it's a systemic, not individual, problem? Trying to dismantle the contributing environment will do more good than just getting rid of the specific individuals from one, known, incident.

He was distracted by a crazy person herding ducks on a busy highway, and because he was looking at her, didn't see her *parked car* in his lane and path of motion. Same thing happened to a number of witnesses.

Not really. This is Canada. Even if she is sentenced to "life" it's only actually 25 yrs, and most people are release on parole after only 1/3 of that unless they are deemed a "dangerous offender" which is pretty rare.

Yup, doesn't get much simpler than this.
