But then why even pose the question? I think it is the question mark that is my sticking point. If the article was called “Why parking lots might actually be liable for damaging your car” or something I don’t think I would be so stuck on it.

What you suggested is way beyond what I would be looking for, but I get your point. It just seems odd that the article presents a question then doesn’t answer it. It *does* give you the means to find the answer yourself though.
These articles would be so much more useful with a quick rundown of what states generally have which versions of the laws. I totally get that it would take longer, but it would make the article much, much more informative/useful/worth the read.
