I don’t think it is correct to say that ad blocking leads to ever more obnoxious ads. People using adblockers aren’t seeing those obnoxious ads. Advertisers must think that obnoxious ads “work” for them. So, I think, the problem is somewhere in the way that ads are paid for and distributed.

Probably, but you will get a message that says “We are unable to load this ad” and you will still have to wait for the ad timer to count down to 0. (And I suspect that hulu bumps the ad time up to 90 or 120 seconds if it can’t load the first ad.)
If you redirect to a valid IP or to localhost then you eliminate the timeout delay. You don’t need to include a webserver in the package but you could set up a website for the redirect that puts up a “This add has been blocked by <softwareName>“ for all page not found errors.
Since this is using DNS, you’re correct about self served ads, but not about https. This isn’t detecting ads, it is using a blacklist of ad sites.
