Vulkan definitely lets the CPU go all out and get every frame you can, while with OpenGL the CPU usage never maxed, always waiting on that OpenGL draw call from the kernel.

AMD has had the ability to use the vulkan API available since before there was the official Windows version (albeit in beta). When this patch released for DOOM, AMD released a driver update that contains the official DOOM Vulkan for AMD (no more beta driver).
