The little girl in the video is clearly speaking to the parent who's not filming. She even seems like she's answering a question at one point. So yes, she was being consoled, and I literally didn't feel like we watched the same video after reading your comment.

Um...no. Some kids are just like that. Parents can't (and shouldn't) control all the random thoughts that come into kids' heads.
