I wouldn’t parse the wording too hard. The po-po aren’t known for being wordsmiths. I can think of 4 equally likely ways to interpret that sentence.

I don’t know that it was the most important line, but I agree that it was very necessary. Nuance is not the best approach with people that are being willfully ignorant.
