Well I played it recently, and the grand majority of it is quite bad except for a few stand-outs. And that's considering they had a bigger budget and more chances to get professional VA's. Jon DifuckingMaggio is in this game and I hated Takka or w/e his name was.

I'd say give the video and the Kickstarter page a look. It looks like a passion project and it already looks like it has some production quality to it considering it's largely done by one person [considering a previous Kickstarter J-RPG which was done on RPG Maker]

Seems to be turn-based with maybe an interesting thing to set it apart but still largely turn-based. Since it's inspired by old playstation titles I would assume it'll be very story driven.

The low-level boss creatures do seem a bit uninspired, but if you're talking of the character stills where the dialogue occurs admittedly they looked pretty amateurish. But I just played a whole game with this art style so it doesn't bother me too much.

Yep after reading more info in the Kickstarter page it seems like it. The Ed and Winry relationship is one of my favorites among any anime I've seen, if this is done in any similar manner I am down. No. Story and narration in the Elder Scrolls is subpar imho. The presentation and lore, aka everything besides the main quest, is where it's golden. They let you explore this world and its races, learn and read.
