I've been using plain old Google Play Books for this. It's free for multiple platforms (Android, web and <gasp> iOS). Managing isn't that bad (upload to the web page on desktop or import from Drive or import from an Android device) and everything syncs pretty painlessly. The limit on how many books you can upload
