Our local, and excellent, community college has some programs that are over-enrolled and under-resourced. My daughter is in a welding program that requires midnight on the first day of enrollment to get into the single class for each subject. Her first attempt at signing up meant never getting out of the waitlist.

I think maybe the way to appeal to 'the' blacks and 'the' latinos is to maybe treat them like 'people', not monoliths or stereotypes. If your message is about economic opportunity or criminal justice—maybe make a case beyond 'Trust me'.
