Re-watch the video. The motorcycle is clearly in-frame and thus visible to the driver when he pulls out. And the fact the driver comes to a stop after pulling into the intersection clearly indicates that he started to make his turn prior to looking both ways.
I have to presume he means $15,000 Canadian dollars, and that $10 Canadian dollars are worth $1 U.S. Dollar. But even at $1,500 USD, it's still an old Citroën, so crack pipe.

Absolutely the best value available for a German sports car. The only reason I didn't go this route when I bought my last car was that I found a nearly flawless 996 for a few thousand more.
And maybe the owner did a rear-wheel drive swap, and thus needs the downforce that wing provides...?
It also weighs more than 3,500 pounds. That's amazing!
