To be 100% honest with you, my phone didn’t load that pic when I first read the article. Once you pointed it out I read the OSHA guide it’s from (because I am that boring a person) and noted the recommended scenario for each illustration.
Judging by a) the 40 mph speed limit and b) the woods and field on one side of the road, I question the appropriateness of the diagram shown in the article. The guidance for using that one states that it is intended for low speed residential streets and NOT for rural roads. On a 40mph road with a semi-blind approach…

The personnel are being paid to be there, the vehicles are already being subjected to service-related wear and tear. I’d rather see them doing something of service to someone than driving by or sitting...
From my dune experience, it’s a relatively inexpensive PR opportunity for the authorities. The sheriffs in Sand Mountain Utah actually have a pretty badass sand rail for vehicle recovery and ambulance work. I’ve also seen the Idaho National Guard using busy dune weekends to practice disabled vehicle recovery.
F1 would have found a way to penalize him for illegal blocking. I’m pretty sure I saw a double-move in there...

Seriously, I even enjoy watching May assemble random things in his web series. I’ve been dying to see these three back together and I was. It disappointed.
