China’s per capita contribution is still a lot lower than that of the US and countries that are already developed should have to do more to mitigate climate change as well.

That’s actually a pretty significant amount. Assuming your math is right, I expected them to be contribute a LOT lesser than that. If they produce 1/270 of the entire vehicle emissions of the US, that is a lot of carbon
