Why is this even up for debate? From 0:22 to 0:26, the bike rider slides into the Range Rover's lane, then basically tries to touch his back wheel to the bumper. Fault lies 100% with the riders. Don't swarm someone on a highway, basically bringing traffic to a top, and expect them to not panic and try to get away.

There's a town in North Carolina that uses these as police cars!
