I think creating one for the XL is insuring third parties that use it that the option is still there. It's more of an optional "you can totally make a game with one of these if you need to" deals rather than a "this is necessary 100%".

Consoles could actually be entering their last hurrah. It mostly depends however on what the big three are doing and their plans moving forward. And the dangers we could be inching close to.
