I played extensively on the US West Realm in Diablo II and distinctly remember Realm character (and active game) storage being server-side and I can remember very few issues with hacked items or characters because of it. I even just checked classic.battle.net to confirm my suspicion

Something about the way moonlight reflects off of clouds gets me every time in this game. Sounds like fun. Going to sit on it for a week or so and let a few of the kinks get ironed out before I take it for a spin, though.
