And I don't necessarily think it will. Developers can be smart and responsible with the controller and not use it for more than nifty menus or maps. I don't think the framerate of the Wii-U would get halved if two separate screens were displaying trivial information.

There aren't any games in development that use two GamePads, not that it's a problem, anyway: the human eye cannot perceive much difference in frame speeds in excess of thirty frames per second. With clever tweaking, game developers can make games still look and play great at that speed.
