I didn't even play Reach's campaign. Read the book, didn't really feel the need to play through a campaign that I already know the ending to.

The Yukon does not have the highest number of bike commuters, just the highest number proportional to their total population.

The population in the Yukon as of 2010 was 34,246. So 2.6% of that is 890 people. By contrast, the District of Columbia, mentioned in the article at 1.9%, has a population of 601,723 people. So in the District of Columbia 11,432 people commute by bike.
