@DarenTx: who's to say that they didn't edit the documents? At a time when people argue about what caused a war or who is responsible for who dying, can we really be sure that documents are unedited, or miscounted, or other such errors?

@Apoc28: Well licensing and regulating nature is what we do every day lol! Seriously though, the main reason it isn't legal is because it's a headache for politicians to figure out how the make themselves some good money off of the stuff. It's always about the money

@Apoc28: probably by fining people who sell it without a permit or license, much like you need a liquor license to sell alcohol. Also fine people who grow it without a proper license/permit. Basically that's how I would do it, although it would be more complicated in practice.
