Essentially how good if card you get is based on how much you pay for it. A GTX 520 may be cheap and new, but its performance is lacking. Spend $200 more on a GTX 560 Ti, and you will be able to max out most games.
Beyond what zenneth said, it's all about the price point. Sure, there are professional workstation cards, but those are quite pricey. ([www.newegg.com])

XFCE or LDE. I prefer Xubuntu myself, but there are tons of distro that ship with XFCE.
