You can modify the cars shape and change it's drag coefficient, but you can not slap on a turbine and create more energy than you expend just to lug the extra drag around. My very stock 91 Audi V8 Quattro was just as much fun in the deep stuff too. I lived in Astoria Queens back when we had about 12" of snow and I was able to just power out of my parking space. The V8 is long gone, but I do miss quattro for sure!

I suggest you do a stint on grand jury duty for some perspective on this. Then you'll get a good sense of how police can search and charge folks for things that can't be validated in court and that could have been avoided by simply knowing the rights to which one is entitled.
