Exhaust gases are super heated. They near-as-good-as explode out of the cylinder as soon as the valve is lifted. There would be less room for the gases to escape on a 2/3 arrangement , but the 'cost' associated with this would be almost nothing. It takes more work to get cool air into the engine than super-heated air…
