There's no difference in leverage. The keyring is still the same distance out on the "lever", for all practical purposes. There may be a tiny (we're talking a few millimeters) difference, but if GM isn't specifying weight limits, a discussion on leverage is moot.

Notice there's no mention of whether the tests they conducted were able to reproduce the failures *at all*. Which is definitely a concern, given that supposedly these vehicles and ignition switches went through the proving ground tests.
