They're not, by and large, siphoning. Thieves these days drill a hole in the tank, leaving the owner with thousand-dollar-plus repair bill (modern tanks are often specially shaped, and also a ton of shit has to be dropped to get them out.)

I don't ride on a "nice and perfectly smooth trail that runs exactly parallel to the street" because of the following reasons:
One Boston cyclist decided to bike down Commonwealth Avenue the day after a big snowstorm and, for the most part, cars were keeping out of what little of the bike lane wasn't all frosty. Except for one man in a Lincoln LS, who might not have known there were cyclists coming but clearly wasn't in his lane, either.
It's not cool to intentionally block a cyclist from using the road.
