Truth, but not in this case. The hype for Watch Dogs was through the roof back when people still thought it was "GTA with a cell phone." The Last of Us did this well; it gave you guns, but a fairly limited supply of ammo so that you couldn't rely on them all the time.

This. The people complaining likely haven't played the game. Much like Deus Ex you CAN get go in guns blazing or try and sneak/hack your way around. Keep in mind at no point was this game billed as an RPG along the lines of Deus Ex. If you watch the trailers... guns were a-blazin!

There is little to no shooting. You can literally kill or flee most confrontations or even hack your way in from the sidewalk outside and not have to interact with anyone.
