I ended up letting 1 die(I never had one die in Brotherhood and didn't realize you could do that) and then recruited another one and it didn't do it. So then I let 2 die and recruited 2 more and it worked.

So I just finished the game and I'm running through the guild challenges...12/12 assassins have been recruited, with 7/7 masters but it's only recording 11/12 and I can't fix it...can I get one of them killed or something to try it again?
