Yes, I’ve played recently. Just a couple months ago.
They’d have to tear the game down on a very fundamental level to fix the things that make it suck, like the story, the acts, the skill system, the leveling system, the classes, etc.

I’d say no. I haven’t played nearly as much 3D World as World, so it’s kinda hard to judge for sure, but just inherently the additional axis of movement makes it harder to judge your movements perfectly.
I’ll bet you could LEARN to do it and internalize the judging your movements according to your shadow on the ground

You could say 3D World has all the ingredients.

And I say that as someone who recognizes that D3 should be kicked off the list by D2:LoD.
It should be kicked off for being inferior, not for technicalities.
