Helmet's just a tiny bit too big for her head.
It hangs down too far, and the ears are just a little too low.
Or maybe it needs padding in the top to lift it up, because actually it's the right size for the rest of the armor.

I almost said the exact same thing.

Some versions of MegaMan have 2 seam lines like that running up the front.

It's the armor and being in shape that makes or breaks the costume.
Rarely do people even come close to pulling off the boots, arms, and helmet.

Character design has nothing to do with plot or personality. It's purely an art thing.
What you're looking for is characterization.

No amount of Monster Hunter is enough to make up for how badly they've fucked up with MegaMan.

That's all well and good.
Doesn't change that Cooler's first form design is superior to Frieza's similar forms (especially this one), and his ultimate form is almost incalculably better than this "Oscar Night" Frieza.

If Cooler's not canon, then they're idiots for not stealing his vastly superior designs.
