You say that as if some how you've caught him in some misdeed. Using bits and pieces of photographs are standard procedure in digital art. I don't do "fine art" style imagery like this guy does, but I've worked many years as a professional Photoshop artist for advertising and you just use what's at your disposal.

You can use a neutral density filter and shoot with the shutter open for long exposures to "erase" people in scenes. This doesnt work flawlessly.
