Frames, bodys, batteries, and electric motors can last hundreds of thousands of miles. It make environmental sense (and maybe economic sense) to just replace some bushings, fabrics, and touch-points to keep all that on the road. Especially if you build cars with that in mind.

I think the reference is to the shutdown of the 3G network, which will bork many modern cars that rely on it for connectivity features. Some makes are planning to replace the wireless radio modules.
