Requiring citizens to first submit to military indoctrination before being allowed to vote is one of the worst ideas I can imagine. I’m not anti-military, by the way, but they will tell you themselves that not everyone is cut out for military service, which is antithetical to democratic self-governance.
Procedurally-generated dungeons are more widespread than just Rogue, though. I’m not sure if Rogue did it first (Akalabeth also came out in 1980, and had a procedurally generated world), but it has been done by so many others that it, in and of itself, cannot make something Rogue-like.
Other than the randomized dungeon, what did it share with Rogue? When you died, your character kept their stats, and all their stuff remained where they had died to be retrieved.
