There's a "transfer" any time you go through a FFL to purchase a firearm. No one in the gun industry is risking going to prison for sending a registered part without going through the process.

yep, stupidest article i have read here on here in a wile. and they normally seem to be about guns and people that know nothing. all this article says is that you can build everything but the gun its self lol. with out that lower, you cant do anything but throw this at somebody

A does not equal B here. For those that don't understand firearms the lower receiver is by definition what is the "firearm". No lower receiver and you have a neat looking piece of metal and plastic.
