Everywhere I have found has said that abortion is only legal in cases of rape or where the mother's health is at risk. It's also what the map at the top of the Wiki article says. Cat 3 only means "Abortion explicitly allowed in order to save a life and for certain other reasons." It doesn't define what the reasons are.
