You don’t even need that! If you have a hitch, take just the pin, insert the strap into the receiver and put the pin through the receiver/strap loop. There is no reason to ever put a strap over a hitch ball.

Anyone who wheels should have D ring mounts for shackles, or at least a removable shackle/hook that they can put in their hitch receiver.
