I can’t imagine any situations in which the Chargers and the Raiders both move to LA. One, or neither, will piggy-back the Rams to LA. The relocation fee is apparently upwards of $500M, money that Spanos nor the Raiders have. Kroenke does. The Carson City “deal” is clearly a leverage move by both cities.
