I saw these at Shinjuku on a Saturday night and people seemed not to mind them - plus noise wasn’t really an issue because it was Shinjuku on a Saturday night. However, in Osaka I only saw them around Horie, and it was definitely a noise issue. Hell, I heard them before I saw them. They just seemed... Tacky.
