They say it was a renovation not a [re]construction.
But they didn't build a playground. They built and renovated 27 playgrounds. 1 for every 200 people. Or, perhaps more relevant: 1 for every 15 children under the age of 18. And at the time of the original article (2010) they had allocated an additional $1.5 million for more playgrounds.
I take absolutely no issue with the government spending $250k for a kart track for soldiers (ok, except that we have a base in Cuba at all).
