There are softwares that modify your keyboard input bindings. I.E. setup your keyboard as a virtual keyboard with WASD mapped to ESDF.

I honestly don't know if you're being sarcastic (because there weren't many in the Concept art, and not everyone follows elder scrolls games), but yes. They are random-encounter enemies (as in, not quest encounter specific).
Most console games run at 30 FPS, not 60. The few exceptions really stand out.

Well, consider that all the DLC for L4D 1 and 2 is free on PC, they only charge because Microsoft demands that they charge if they use xbox live for distribution. Same reason that UT3 on 360 didn't support maps and mods, while PS3 did.

Roughly same setup here, 6950 2gig, i7 2600k, haven't tried the game yet but you're report make me feel like they had some kind of weird issue that lay outside the game.
