This is the NDAA — an authorization act. You can’t spend an authorization. It doesn’t actually matter to the military if this bill passes. The NDAA is effectively symbolic — oh, it includes lots of direction to do this or that, but it doesn’t fund the military. The one bill that matters is the appropriations bill.
