Using the narrow focus of “How do you increase fuel efficiency of the US personal vehicle fleet?”; a gas tax that moves people from 20mpg[*] vehicles to 40 mpge[**] vehicles does that. The idea really isn’t about raising revenue in the long term; but reducing fuel consumption.
