The Occupant of the Oval Office made a big production of re-imposing strict sanctions on Iran; and with that understanding Saudi Arabia increased oil production to keep prices and supply stable. When the actual sanctions were re-imposed, there was a carve-out for Iran’s large export market.

Any excise tax increase is regressive; because the thing being taxed represents a larger percentage of lower income brackets. There’s no easy way around this; except to say poor people’s CO2 is the same as rich people’s CO2, and there’s societal incentive to get older, more polluting, less safe cars off the road.

That was really my point. Using the narrow focus of “How do you increase fuel efficiency of the US personal vehicle fleet?”; a gas tax that moves people from 20mpg[*] vehicles to 40 mpge[**] vehicles does that. The idea really isn’t about raising revenue in the long term; but reducing fuel consumption.
