God I wish they had this when I used to work in a bar. We would have to do it by hand. Pretty much in my area, if someone got kicked out of our place, we always extend the professional courtesy to venues in our area a heads up about problematic clients.

Chosun Ilbo is a South Korean paper that makes these sorts of claims a lot. They have gotten reports like this wrong in the past. Don’t be surprised if these people were not actually killed.
