They are wealthier than you think. 30th per capita GDP as of 2017, higher than Canada, the UK, France, and Japan. They usually have an actual budget surplus, and the population has a pretty high standard of living.
Or... they have a relatively wealthy government that actually has an interest in helping the population and improving their quality of life. I suppose that does feel like a foreign concept these days...
