Well it's the same issue with pants where I am from they seem to be designed to show my ass crack or underwear, I just work really hard to find pants that don't do that, because as I said I don't think showing off your underwear as something a properly dressed human should be doing.

I said that I approve of people not showing their underwear all people, it has nothing to do with the existence of boobs or bras, I did not say it should be forbidden.
We don't have dress codes where I am from, but to be honest I approve of people not showing off their underwear, I don't care if they are panties or bras and I don't care of the sex of the person doing it, I just like people who are dressed orderly.
