Interestingly, the guys I know who are most comfortable with hugging/snuggling and otherwise showing affection (ironic cutesy nicknames, saying love you... or luv ya, I guess, etc) are the broiest bros ever.

Nope, sorry, creating company policy around general population trends is silly and unfair.
Then I would suggest the company is right not to undercut the close-knit culture such events are designed to create by entertaining silly, unfounded paranoia.
Oh please, having been on several of these trips, nobody is at risk for sexual assault or harassment.
Those trips have no place at work.
That's why they're optional and not required, to ensure that nobody who is uncomfortable has to attend.
I work at a company that has outings such as these, and all the women are invited.
That system had all sorts of problems too though, as women were basically ending up working on several different company boards cause there weren't enough qualified women in any industry to fill that quota.
Well that sucks. Tricky problem, because I can't really see (nor do I really want) any legislation that basically forces practices to hire a certain quota of people.
What kind of loser would sign up for the latter part of that deal?
